The United States Embassy in Monrovia CANNOT accept I-130 petitions.  All petitions must be submitted to the United States Citizenship and Immigration Services (USCIS) at the Department of Homeland Security in United States. If you are not resident in the United States, petitions must be submitted via mail to the Chicago Lockbox Facility listed in the I-130 instructions. Remember, you must file a separate petition for each eligible relative.
